Tom Stamatakis – ICPRA Chairman
Mr. Stamatakis has sat on the Board of Directors of the Canadian Police Association (CPA) since 2003, and served as Vice-President of the organization since 2005 and acclaimed President for a second term in September 2014.
He also serves as President of both the Vancouver Police Union (VPU), as well as the British Columbia Police Association (BCPA).
Mr. Stamatakis has been a Constable with the Vancouver Police Department (VPD) for approximately 25 years, where he enjoyed a variety of assignments prior to his secondment to the VPU.
He also sits on the boards of Covington Capital, “Odd Squad” Productions and a variety of provincial and federal policing working groups and committees.
David Kennedy – ICPRA General Secretary
David Kennedy is the General Secretary of the Scottish Police Federation (SPF), a position in which he plays a pivotal role in representing the interests of Scotland’s police officers. With a deep understanding of policing policy, employment law and front-line realities, David is a leading advocate for fair pay, improved working conditions and officer well-being across Scotland Police.
Throughout his tenure, David has been a prominent voice in national debates on police funding, workforce agreements and the operational impact of under resourcing. He has led pay negotiations, challenged breaches of workforce agreements and highlighted the growing pressures placed on officers during high profile events such as presidential visits and major public demonstrations.
David regularly engaged with government, the media and international policing bodies. David was elected as General Secretary of ICPRA in June 2024. His leadership is marked by a strong commitment to fairness, transparency and the safety of those who serve the public every day.
